Solar PV in Andalusia: costs, yield and permits
Andalusia has excellent sunshine. Whether a system pays off for you depends less on the sun than on your self-consumption, the price and the rules for surplus. Here are the facts, with sources.
Yield
According to PVGIS (v5.3, 1 kWp, 30° south, 14 % losses, retrieved 31 Oct 2026), one kilowatt-peak produces per year roughly:
- Seville: 1,667 kWh
- Malaga: 1,694 kWh
Orientation, tilt and shading can change this considerably.
Cost
Industry figures for 2026 quote approx. EUR 1,200–1,400 per kWp incl. VAT without battery (range EUR 800–1,500); a typical home with 5 kWp is around EUR 6,000. These are secondary sources, not official statistics. Small systems are usually more expensive per kWp.
Why self-consumption decides
Electricity you use yourself replaces grid power at the full price. Surplus is offset under compensación simplificada – but only against the energy term, per billing month, never below EUR 0. Power charge, meter rental and bono social financing remain. Examples: Naturgy credits EUR 0.06/kWh excl. taxes; with PVPC the market price minus imbalance costs applies (often 2–6 cents). Anything that cannot be offset is lost – unless you have a virtual battery.
If you are at home during the day (home office, retirement) or run air conditioning and pool during the day, you use more solar power directly. Our calculator estimates this hour by hour from your details.
The three modalities (RD 244/2019)
- Sin excedentes – no export.
- Con excedentes acogida a compensación – renewable, up to 100 kW, surplus offset monthly. The usual route for households.
- Con excedentes no acogida – sale on the market, a generation activity for tax purposes.
Legalisation in Andalusia – roughly 5 steps
- Municipality: declaración responsable or licence (plus ICIO tax). Seville: rooftop PV outside the historic centre by declaración responsable with a technician; protected buildings need a licence. Malaga: self-consumption up to 500 kW by declaración responsable. Other municipalities: check the local ordinance.
- Installation and registration: the authorised installer registers the system in the Junta's PUES portal – up to 10 kW with a technical report and installation certificate (CIE), above that with a project.
- Register: entry in the self-consumption register is ex officio for low voltage under 100 kW.
- Distributor (usually e-distribución): with surplus up to 15 kW on urban land no access and connection permit is required; a CAU is assigned.
- Supplier: sign a contract with compensation.
Without these steps there is no compensation.
